Today 12 Oct. 2009 the function of mining enterprises cancellation is available on all Virtonomic realms (mines, sawmills, agricultural farms and plantations).
 
Please, mind that when liquidating this type of enterprises there is no points compensation (points that you spent to open the enterprise).

"close state enterprises without compensation" ...what is the benefit of that?

People often need this function to lower the workload of a top-manager. For mines it might not be that necessary 'cause they can be turned to storehouses eventually. As for small farms and sawmills, you couldn't really do anything about them up to now. Besides, this function is needed for the Anna realm where all mining enterprises are purchased for game currency.
