A question I have for some years now is how I can know on forehand how many employees I can have with a certain top level qualification and tech level of a farm or factory.
 
For example, when I want to know now if I my farm will work on tech level 18 instead of 17 I put it on 18, request the forecast and see that TL qualification is too low and gives me 90% efficiency (which is a very useful addition).
 
However, (mainly with factories and buying tech) it would be very useful to know how many employees I can have in a factory with (for example) tech level 21 and get to 100% efficiency. Is there a way to calculate that in advance? I searched the WIKI, but can't find specifics on that. Do you guys have a way of calculating it?

This actually changed quite some time ago when they introduced merging. Now, your only limitation to the amount of workers you can have in a single factory is the total amount of factory workers your management qualification level allows you to have across all of your factories. Same goes for farms.
 
Now, if you want to upgrade your tech level, you should still take into consideration that you might not yet be able to handle that tech level. The required qualification level for each tech level is mentioned in the technology tab of any factory.
 

This doesn't hold up for stores, services, ...
