As promised earlier, as part of the work on the global update of the unit structure, we carried out a small, but very significant revision of the algorithm for calculating units' efficiency.
And now these changes come into force, in parallel with the Swedish updates.
The changes concern only production units, including Livestock farms, Mills, Agricultural farms, Plantations, Plants, Sawmills, Mines, Fisheries and Power Plants.
For all these types of units, the effectiveness dependent on the number and qualification of the employees of the particular unit is canceled (so-called "top1"). From this point in time, only the efficiencies that depend on the total number of subordinates along with the technological level are taken into account.
P.S. For some time, the hints on the units will have an old look, i.e. taking into account all the factors of influence. We will try to bring the information component in order as soon as possible.

Could you pleasee also add clear information about the max workers / tech per qualification versus total current workers / tech?
That would making decisions much easier / quicker
Animal farms appear to be basing Qualification on total number of employees. How about offices and factories? Offices and factories continue to have, under the forecasting function, a separate determination of qualification for the number of employees in the subdivision (and their employee qualification) and the total number of employees.
Also, do the labor unions track the changes in salaries? I have a number of divisions that were fine with the labor unions before the changes, but are a problem now. This occurred in cities where "Fight Against High Prices" was used to lower salary expectations. Apparently the labor unions did not get the message.
What progress do you ask? The changes were introduced in all units without exception and they all work according to one algorithm.
On Lien Realm, I have an office in Hefei, China. The Forecast button (near the bottom right of the page, just above the Close Enterprise button) tells me that the maximum Q for my employees in this division is 11.03 for 1,000 workers. Previously, if I exceeded this value for Q, the projected efficiency would be less than 100% even though I have only 15,075 office workers total with a Maximum value of 30,008. Either the efficiency depends on the number and qualification of workers in this office, or the Forecast button is giving incorrect (or obsolete) information.
Efficiency in Animal Farms, as best as I can tell, no longer depend on the number of workers for a given farm, but only for the total number of workers on all Animal Farms. There is no Forecast button for Animal Farms.
Yes, the forecast still works under the old algorithm and can cause warnings if the qualification of the personnel at the enterprise is high. In the new interface, hints will be fixed.
