Updatings concerning the labor market
(launch is still in the evaluation mode, all changes will take place on the 1st of March)
 
A decision was made to reform the labor market of Virtonomics.
The general idea is to smooth out the current "dimensionlessness" of the virtual labor market, when in some cities where a good combination of skills and salaries has appeared, and it is thus possible to unrestrictedly build millions of plants and for each of these plants there will be a required amount of skilled labor.
 
• For cities where the workforce is sufficient, the game does not change. Changes will only affect "overheated" cities, where the amount of labor used exceeds the nominal number of able-bodied residents;
• In addition, the changes will not affect players using the HR department;
• Working Virtonomics’ inhabitants will be divided into three categories. (1) Intellectuals ("inhabitants with higher education") for offices, IT centers, educational institutions, laboratories and medical centers. (2) "Employees of trade and services" for stores, gas stations and the remaining service sector. (3) "Workers" for factories, mills, power stations and livestock farms. Employees of premium enterprises (mines, sawmills, farms, plantations, fishing bases) go "out of the competition", they will not be subject to restrictions;
• In every re-count system assesses the situation with the workforce in each of the cities of realm for each of the categories of the employees. In those cities where there is not enough workforce, recruiting agencies appear and take extra money from employers for hiring each new employee. The more the city is overheated, the more money the recruits are taking;
• In order to estimate current pricing of recruits it is possible to use the regional tab "Labor resources" of the menu "Analytics / Macroeconomic indicators";  Also, the rates (if any) of recruits are shown at the stage of selecting the city when setting up enterprises;
• The basic (without recruitment) cost of hiring one employee is equal to half of the average salary for this class of units (the dependence on the salary is directly removed in the unit);
• The cost of dismissal is equal to two middle-city salaries for this class of units (the dependence on the salary is directly removed in the unit);
• In the period from one re-count to the next one, the total hiring of employees in each city is limited to the number of unemployed people plus 30% of the nominal population of the city. Over this amount, employees can be hired only by premium enterprises or enterprises run by players with the "Personnel Department".
• 5% (15% with the Migration Service included) from the recruiting agencies’ profit goes to the treasury of the city;
• During each re-count in 10 randomly selected cities with a shortage of labor (with non-zero recruitment rates) workers of enterprises with insufficiently high wages begin to riot and unite in trade union committees. The salary level the employees desire depends on the degree of overheating of the city and the average wage level in other enterprises of players of the same category. In case of non-fulfillment of requirements within five recalculations all workers of those enterprises are dismissed. In order to meet the requirements, it is sufficient to raise the salary or to put the enterprise on vacation. Verification of requirements’ fulfillment is carried out during the re-count;
• For the convenience of monitoring on the labor market, the page "Recruiting agencies and trade unions" has been added to the menu "My company / Management / Personnel", where the data of all enterprises of the company that have encountered or may face recruitment costs or trade union requirements are listed;
• The mayors will have a new municipal project "Agreement with trade unions" with a duration of 26 re-counts. For the duration of the agreement with the trade union, all enterprises of the city are protected from the threat of mass dismissal of workers because of discontent with the level of wages. In addition, mention of vacation enterprises will beremoved from the description of the Migration Service (since in any case, vacation enterprises have no influence on demography for a long time). But with the service included, the city will receive not 5%, but 15% of the profit of recruiting agencies;

I think this adjustment is logical. The only comment I have is the favoritism of the HR (paid) service. You are not affected at all if you pay 5 points per 4 months. Game can't be more "pay to win" than this. I understand that paying customers get some advantage, but this is too much. All better spots can be easily occupied by one big player this way. He has the motivation to pay, as he will get huge benefit. But this kind of players are already paying a lot - I really wonder if you will get extra income. Majority of the players don't have motivation to pay as the benefit is relatively low for smaller players. I really wonder what is your business model behind this decision.
 
Is the cost of recruitment agency a one time cost (when hiring employees) or does it happen every update?

I guess next step will be to add possibility that workers can stole all raw materials or finished products with 80% chance of success every update if we don't pay cut to mafia or maybe random  earthquake which can devastate to the ground whole subdivision with 90% chance every update if we don't take service Pay to God ...
 
Game is already very demanding and now much more with possibility to lose all workers in random subdivision, i don't know what is goal but if you want to get rid of players which don't pay to play it is more fair to say "hey if you want to play you must to pay xx $ then to slowly ruin the game. "

I think the idea of a finite labor market is a good one, but there are going to be problems with ex post facto implementation.
 
For example, on Lien, looking at the Labor market tab, my first problem division is an Office in Argentina. I am paying workers $600 with a city average of $316 (Santa Fe).  I am at 59% of the expected wage rate under the new rules. The expected wage is 1016. If I pay that rate, I am probably way over my Top1 rating. Untangling a problem of this magnitude that I did not create is too much to expect. If the only viable solution is to buy the HR, I will probably just walk away and let the game bankrupt me over time.
 
I have 10 pages of divisions to scroll through to discover all of the problems, none of which were my fault in creating.

please reconsider penalising non-paying players. Even though non-paying players don't contribute money, they form the base for this game and for the paying players to stay. Long term non-paying players might even induce paying players to spend even more to catch up to these veterans.
 
Basically the idea could be: paying players can buy qualification upgrades, villas, superauction stuff ... and few players would perceive these as unfair advantages. If you need to pay just to play comfortably (in this case avoid losing your employees to paying players), that's another thing...
 
That being said: I do applaud that there will be changes to the labor market. I would suggest to use the opportunity to increase user experience, rather than decrease it.
 
For example: every virto-october, 100s of subdivision lose efficiency due to changes in salaries/education. This results in the vary tedious activity of having to change the salaries of all these subdivisions. So, every 52 days, I contemplate shutting my business down... I'm not willing to pay (HR assistant) for such a simple feature that exists and that is kept from me artificially.
 
How many points are really spent on this HR assistant that wouldn't be spent on something else if it weren't necessary? (Don't most paying players just have a budget they spend on the game anyway?) I personally don't like the HR idea... HR is a awesome service but I don't think they should be excluded in this as depending on how it's initialized it might negatively effect those who don't use it... Paid or not, imo all paid services should also be excluded if you're going to do this as well.

please reconsider penalising non-paying players. Even though non-paying players don't contribute money, they form the base for this game and for the paying players to stay. Long term non-paying players might even induce paying players to spend even more to catch up to these veterans.
 
Basically the idea could be: paying players can buy qualification upgrades, villas, superauction stuff ... and few players would perceive these as unfair advantages. If you need to pay just to play comfortably (in this case avoid losing your employees to paying players), that's another thing...
 
That being said: I do applaud that there will be changes to the labor market. I would suggest to use the opportunity to increase user experience, rather than decrease it.
 
For example: every virto-october, 100s of subdivision lose efficiency due to changes in salaries/education. This results in the vary tedious activity of having to change the salaries of all these subdivisions. So, every 52 days, I contemplate shutting my business down... I'm not willing to pay (HR assistant) for such a simple feature that exists and that is kept from me artificially.
 
How many points are really spent on this HR assistant that wouldn't be spent on something else if it weren't necessary? (Don't most paying players just have a budget they spend on the game anyway?) Trade this off versus user irritation. I'd be surprised if the balance didn't tip towards a free HR assistant...

Script or not, it doesn't change the issue.
 
The issue is small companies might not survive. In typical virtonomics fashion practically no information is given. So HR might or might not destroy this game.
 
If it does many companies less then a few hundred billion can't survive a possibly 3x price jump in employee costs. The biggest hits will be those who just started. Some factories will result in complete shutdown regardless how big you are.

I don't think this improvement was well thought over. I The improvement is also dangerous as it might lead to a crash of the game. Here are the reasons.
 
1. Since I am among bigger (but far from biggest) players, I will probably just buy the HR, as I have big amounts of companies to move. But this will certainly cause, that me alone will saturate at least a couple of cities. Another couple of big players buy HR and majority of markets will be saturated. New players won't be even able to enter most of the cities. Big players will continue to be bigger if they buy HR, smaller players will find the game much more difficult.
Solution: The impact of HR should be considerably diminshed.
 
2. Illogical number of employees between different groups didn't play a factor before, now it does. Fitness center employing 600 workers!? Restaurant or autorepair employing 500 workers!? Power plants employing 20.000 people!? I can kill labour markets in at least 15 cities just by putting power plants in. And again, this is only me, only 1 player. While this is a game that millions of players were supposed to play. Solution: reduce number of workers in certain divisions
 
3. Due to overpowering effect of the HR, the game becomes seriously vulnerable to abuse from players. Example: I buy HR, place a couple of power plants, factories etc in a city and only players with HR can enter markets I choose.  I can even be worse and kill the game alone: I buy HR and put great number of power plants in all cities, screw the qualification and efficiency (this can actually be done by any player with at least moderate money). As a result, game can't be played without HR anymore. Solution: greatly reduce number of workers needed, increase population or (again) diminish effect of HR

HR? What's that? The paid feature right? I've never used it.
 
I've had over $500-600 billion, then stopped playing. Now started again and now I've got ~40+ billion but I do have all the necessary infrastructure (factories, tech, stocks, etc) to get back into it. I'm already 1 billion in revenues. Will get to maybe a 4-5 billion revenues, pretty soon.
 
How will this destroy me? I'm gaining $1 billion in total assets every update. Increasing salaries on factories with cheapest labor 3 times, still gets me a cost that is viable to sell as is or retail at much higher margins.
 
I've tried to understand this, but I can't as I've never spent real money on this game and I've never had enough money to actually buy the paid stuff on auction markets. The politics and villa stuff, I have absolutely no idea about it.
