pls guys can any one tell why i have low effiency
 
as u see my qualification in manegment is 31  and the requaired is only 13 or12 according to the table
 
pleeeeeeeeeas from this topic i ask the adminstration to make things clear for us
 
cus we dont have to buy points all the days
 
if there is an good clearance for that  or i will close my company!!!!

Lower your employees' qualification to match the required qualification, that is 6.16. Lower the salary until you get to the required qualification level.

Required qualification to manage subdivision includes 3 types of required qualification.
1-st type: (top1) required qualification for current subdivision settings. Depends on employees qualification and their quantity at current subdivision.
2-nd type: (top2) required qualification for number of employees at current subdivision. Depends only on number of employees at current subdivision.
3-rd type: (top3) required qualification for total number of employees on profile qualification. Depends only on total number of employees on profile qualification(for example, all workers at all factories or all shop assistants at all stores).
 
 
Top2 and top3 can help each other.
For example, if workload of top2 is only 50% from max, then you may have workload of top3 > 100% and stay with 100% efficiency.
 
Required qualifiaction for subdivision = max(1-st type, 2-nd type, 3-rd type)
It means, that if you want to have 100% efficiency at subdivision you need to have:
(your qualification >= 1-st type) and (your qualification >= 2-nd type) and (your qualification >= 3-rd type)

3. For your office: see table Offices. Required qualification for 165 workers Q9.45 is 38 and you've got only 31. That's why efficiency is low.
 
4. The only thing you should do to get 100% efficiency is reducing workers' qualification to required(6.16).

but can u explain to me how i need 38 and if u see the table u will find i need 12 according to their number
 
pls help me to understand this thing

1. Read once more about top1, top2, top3.
2. Table from wiki is for top3 only. In this topic you could find tables for top1+2 and for top3.
3. For your office:
   - total number of employees on profile qualification = 399. From the table for top3 you can see, that required  
     qualification(top3) = 13;
   - number of employees in this office = 165, Q9.45. From the table for top1+2 you can see, that required
     qualification(top1+2) = 38;
   - required qualifiaction for subdivision = max(1-st type, 2-nd type, 3-rd type) = max(13,38) = 38.
