Principal conditions of the technological reform:
1. We introduce the 6th size for laboratories – the capacity is 1000 scientists. There you will be able to do the research for the technologies of the levels from 26 to 30;
2. We introduce a new concept of so called “quick success”. Quick success is an invention of a technology ahead of schedule right after the first stage of preliminary investigations. The lower is the level of an investigated technology and the higher is the level of the technology known in the world (i.e. the more significant is the lag behind the leaders), the higher is the possibility of quick success;
3. The way of calculating of the duration of the second stage of investigations has also been changed. The average duration will be about 20% faster, in addition, the dependence of the duration on the level will get smoother. That is the duration will grow gradually within each level, rather than significantly increase after the period of 5-6 levels. Though as a result of the changes in formula the duration of the development of hypotheses will grow for some levels (3rd, 4th, 12th, 20th), in most cases the duration will decrease, and in some cases – significantly;
4. The same are the changes for the way of calculating the third stage of investigations. In addition, the duration of industrial testing for the low level technologies widely known in the world will also decrease;
5. The supervision over the subdivisions where the industrial testing of the investigated technologies takes place will get stricter. In addition, the industrial testing for the technologies of the level 26 and higher will require the 5th level of appropriate factories;
6. The number of scientists required for the 12th level of technology will grow from 40 persons up to 60;
7. There will be introduced a tax for selling technologies. The tax for the sale of technology is collected from the seller of the technology at the moment of purchase. The rate is common and is equal to 7% from the selling price of technology;
8. There will be introduced a tax for selling technological licenses. The tax will be collected from the seller at the moment of installation. The rate is common and equal to 7% from the selling price of the license or, if the price has been reduced, the percentage is calculated from one fiftieth part from the maximum price of the technology on the common market, according to the level of the technology installed which is lower or of the same level;
9. In the framework of the scheduled work we’ll fix some insignificant, but long-term bugs: the button Resume project which does not go away upon the invention of a technologies by other laboratories, some problems with rounding when reflecting the investigation progress, etc.;
10. An exclusive points auction will be timed to the launch of the technological reform. At the auction you’ll be able to purchase any set of technologies, apart from the two top levels. Supposedly, the auction will take place on Vera, Olga, and Mary.
The launch of the technological reform is due on May, 24, 2010.
