Increasing base quality of mines results in decreasing of their total resources. I don't think, that it will be profitable (for 5 base quality total amount for 1 virt is 90 000, output q. 16+).
 
What can be discussed: processing on metallurgical factory with tech. 24 or supplying with necessary licenses.
