Few questions (so I can help you):

How many employees do you have in your offices?
How many does it say are required?
What is the workload of your office employees?

The quickest way to ensure you have the right mix is to have only the 'required' amount of staff workers, just above minimum qualifications, and <100% workload. Oh, and enough computers for each employee.

Also,

You may want to consider selling off some of your cowsheds. You have 100 cowsheds in one region. You are going to get destroyed on efficiency there, as they will bring down overall efficiency.

Or, you could sell off your non-cowshed ventures in that region, and move them elsewhere. That way, you would have better efficiency.
