I would like to buy grain regularly with quaility higher than 1 - preferably 3-4

Regular supply is difficult with grain, or any agricultural farmed products. The farms only produce goods for 2 game months per game year.
 
Seasonal variations for the different countries in game means grain production is possible for 5 months per year, but this still leaves 7 months in which grain production is impossible.
