The power vertical, presented only by mayors of the Virto-cities at the moment, will receive the second floor — regional government. Below basic principles of governor's release are presented.
I. Governor's Council
Governor's Council — is joint authority in Virtonomics regions electing the governor of the region and supervising his activity.
The structure of Council is updated once a week (in update from Monday to Tuesday, after all elections), thus each player who has entered into Council, receives the fixed quantity of voices at adoption of these or those decisions. The maximum quantity of voices in Council - 350. Thus:
- 100 voices is given to mayors of the cities of the region in proportion to the nominal size of these cities;
- 100 voices is given to land owners and to miners of the region is proportional to the game-point cost of their property in the region (all types of game-point property except villas);
- 100 voices is given to businessmen of the region in proportion to a profit tax paid by their divisions in the region;
- Additional 50 votes are received by chairmen of political parties in proportion to the game-point costs of party representations (villas) in the region.
At determination of total weight of the player in Council, the contribution from each of categories is summarized and then the fractional part is cut. Thus, the players who have gathered totally less than one voice, don't pass to the Council, and total number of voices of Council can be less than 350. The exception is made only to mayors of the cities of the region, to whom one voice in Council is guaranteed at least and regardless of how small city they operate.
The main objective of Council — to choose and re-elect the governor. Besides, advisers have full access to information on current situation at the governor and all mayors of the region.
II. Elections of governors
Elections of governors are constructed practically according to the same scheme, as elections of mayors, however votes in them are given not to abstract virto-citizenz in proportion to influence of parties in the cities, but to the specific players elected to Governor's Council of the region. Each has his own quantity of voices, invariable at the final stage of vote. The poll is defined in update from Monday to Tuesday.
The chairman of any political party who has a representative in Governor's Council can initiate elections of the governor and there is a villa in the region of the size not lower than the third. The necessary size of villa for promotion of alternative candidates is not below the second.
Elections pass in two stages by analogy to elections of mayors: the stage of promotion of candidates lasts not less than 5 days and comes to an end on Monday, the stage of vote goes Tuesday through Sunday, results are brought in update from Sunday to Monday. Any participant of party regardless of his position in party and existence of personal voices in Council can be declared as a Candidate to Governor.
The players, who enter the Governor's Council, participate in vote. Thus for the advisers consisting in any party, the chairman of this party or his deputy can vote. If the adviser didn't vote, it is considered that he voted against all nominated candidates. For election the simple majority of votes is sufficient, and if the majority of votes is gathered by the "against all" candidate the elections are considered as failed.
Governorship term — 3 virto-years.
III. Popularity of the governor and impeachments
Governor's impeachments aren't similar to the mayor's. They are based on system of "likes", when each player of Governor's Council can support the acting governor or oppose it. On a poll given pro or contra the governor his popularity is defined. Thus voices of anarchists have the doubled negative force, and voices of clericals (one of three new political platforms about which we will write below) have the doubled positive force.
Low popularity closes to the governor access to a number of opportunities. And very low (the sum of "likes" less or is equal –50) automatically starts re-elections of the governor in the next update from Monday to Tuesday. However it doesn't guarantee that the governor will be "overthrown".
IV. Regional budget
ARTICLES OF THE INCOME
- the Profit tax from the region enterprises;
- Payments for fuel and energy from the region enterprises, here — payments of municipalities for the electric power also;
- the Share from an total realm taxes on sale of technologies and the technological licenses, defined by success of laboratories of the region (the more inventions of bigger level are made by region laboratories for the last two weeks, the higher share of payments is);
- Concession assignments of sawmills (are a part of "general production expenses" at sawmills);
- Grants from the country budget. Take place in case of a budget deficit.
- Contributions to the budget from the governor and political parties. By analogy to the cities.
ARTICLES OF EXPENDITURE
- Contributions to the municipal budgets consisting of obligatory part (the basic assignments existing in the cities now plus a covering of deficiency of the cities without the mayor) and additional subsidies (it is regulated by percent of assignments from the budgetary surplus);
- Payment of the consumed electric power. It is considered that the region buys energy from "the independent supplier" at the fixed price (before possible introduction of energetics in the future) the price of $100 / MW*h and then distributes on consumers.
- Government purchases. All government purchases (yachts, planes, etc.) are paid from the region budget.
- Money for development of the region and infrastructure maintenance. The more rich the region is (development of retail) the hire payments are.
- Expenses on ecology. The bigger region is and the more widely industry is presented, the higher are payments.
- Expenses on the health care, consisting of obligatory part (those are higher if region is larger and the development the sphere of medical services is higher) and the additional subsidies going directly to the medical centers of the region and raising a standard of living in the region (it is regulated by percent of assignments from the budgetary surplus).
- Contributions to the country budget. Which are regulated by percent of assignments from the budgetary surplus. By default it is 25%. As the countries for now aren't present, assignments go to realm treasury, from where are redistributed to scarce regions.

- Sponsoring of political party. It is regulated by percent of assignments from the budgetary surplus.
V. Functionality of the governor
The governor (and also the chairman and advisers of party in whis he is a member, and also all players entering into Governor's Council) has access to the following special pages:
- the Main page where the budget of the region is submitted and where the governor can regulate basic financial settings (to change percent of assignments for different needs, etc.);
- the Report of tariffs for the electric power with information on the income, number of divisions, etc. and with opportunity to increase or reduce tariffs;
- the Tax page on which the profit tax in the region is regulated.
- the Mayors Page with the report of the cities of the region;
- the Regional Projects Page where by analogy to the city halls it is possible for virto-cash money or for game points to finance various regional projects.
To lower a profit tax rate in the region, existance of three conditions is necessary: (a) The percent of assignments to development of region is more or equal 100; (b) The percent of the main assignments on health care is equal 100; (c) The region has nonzero contributions to the country budget at the last update.
To lift a profit tax rate in the region, existance of three conditions is necessary: (a) The percent of assignments on sponsoring of political party is equal to zero; (b) The percent of contributions to the country budget more or is equal 25; (c) The governor has to have "very high" popularity (+50 voices of Council).
VI. Regional projects
In a starting set there will be 12 regional projects:
- The Environmental standard – 75. Introduction in the region of this standard will oblige all production and scientific divisions of the region, whose efficiency less than 75%, to pay the consumed electric power for an overall cost, instead of for a regional tariff. Works only for branches with reduced rates for which the cost of energy is lower than energy cost for the region.
- The Environmental standard – 90. Introduction in the region of this standard will allow all production and scientific divisions of the region, whose efficiency more than 90% to consume 15% less electric power.
- the Environmental standard – 100. Introduction in the region of this standard will allow all production divisions of the region, whose efficiency is equal 100%, to let out production with a bonus to quality of 3%, and to all laboratories, whose efficiency is equal 100%, 15% faster to investigate technologies. However thus expenses of the region on ecology will increase for 50%.
- Regional agricultural aircraft. The region will give support to region agriculture that by 10% will increase productivity of agricultural farms and plantations, and also will positively affect the growth of the regional aviation market.
- Geological service. Large-scale geological researches will allow all owners of mines in the region for the same price to do geological research and acquire additional 10% of field stocks.
- Fishwatch. The region will give support to fishing industry of the region that will increase productivity of fishing bases by 10%, and also will positively affect the growth of the regional market of yachts.
- Forestry. The region will give support to woodworking of the region that will increase productivity of sawmills by 10%.
- Regional veterinary service. The region will give support to region animal husbandry that will give a five-percent bonus to quality of production to all livestock farms of the region working with efficiency of 100%.
- Fight against luxury. The governor will direct efforts to fight against unjustified luxury that will lead to reduction of the regional market of yachts for 15%.
- Regattas under patronage of the governor. The governor will give support to the market of yachts that will increase its size by 15%, and also will give 10% bonus to quality of all yachts representing this region in the international regattas.
- Airport reconstruction. Reconstruction of the airport will allow to cut down transportation expenses of the enterprises of the region delivering production from other regions for 15%, and also will urge on growth of the regional aviation market.
- Repair of roads. Repair of roads will allow to cut down transportation expenses of the enterprises in the region for 20% (products delivery from the same region).
VII. Political platforms
There will be three new political platforms for parties:
- Agrarian party. The cost of all regional projects is reduced by 20%, additional growth by 15% of productivity of agricultural farms and plantations when financing Regional Agricultural Aircraft project. However representatives of agrarian party can't be proposed to a position of mayor.
- Clerical party. The clerical party can propose the candidates for a position of the governor at all without having in the region of representation (villa). Besides, if the clerical entering into Governor's Council, gives support to the acting governor, his voice has the doubled weight at determination of popularity of the governor.
- Ecological party. The production expense of the electric power in regions where representatives of ecological party came to the power, is reduced by 10%. The city expense of the electric power in the cities with the mayor-ecologist is also cut for 10%. However governors-ecologists spend for 20% more budgetary funds for ecological needs.
Besides, there were changes in already existing political platforms:
- Liberal parties receive 5% bonus to the cost of regional projects;
- Innovative parties reduce a production expense of the electric power in regions by 5%;
- Monarchists reduce expenses on development of the region and infrastructure maintenance by 5%.
- Anarchists. If the anarchist entering into Governor's Council, is oppositional to the acting governor, his voice has the doubled weight at determination of popularity of the governor.
