According to this post the above table is invalid now unless the qualification growth is "unlocked" regularly by using game points to buy a next level. If a player does not use points to remove this invisible growth penalty, the natural growth speed of qualification is as follows:
20 - appr. 4.5 months (real)
30 - appr. 1 year
40 - appr. 2 years
50 - appr. 4 years
60 - appr. 8 years

What happened might be exactly what was supposed to happen with the castration of natural qualification growth by this way of implementation. Lets clarify, as i understand it:
- the growth penalty only accumulates for new growth new since november 2011
- natural growth penalty is 5% for each qualification point you achieve by natural growth
- lets assume you were on Level 30, gained 3 qualification levels with natural growth since, means the actual growth penalty is 15% and you are on Level 33 now
- you will only need to buy a single level of the specific qualification to unlock/remove this penalty during the growth to level 35 but as soon as you achieve level 36 you will get another 5% penalty again. For maximum growth you would need to buy level 37 and again remove that penalty.
- the higher the qualification, the slower the growth rate, this hasn't changed. So, buying a qualification level will remove the current penalty but also bring you into a slower growth speed according to above table.
- Why your growth rate is less now? You may not have adjusted Top1 and Top3 as per (increased) requirements; its also possible that your quality produced under that qualification type has just dropped below the realm's average, or the penalty for that has increased more since your last level. If it is the science top manager it could be that you haven't sold sufficient tech recently. if its commerce then your profits may have suddenly dropped. Or, simply, there is an efficiency somewhere below 100%.
You could manually check and compare with the above table on a daily base or use NoGlues browser plugin to see the how many % of effective, possible growth you achieved during the last update. It won't tell you whats wrong, but you can see easily if something is wrong, as described above.
The revised growth algorithm adds the new factor "hidden natural growth penalty", it is not shown anywhere to the user. Unless you keep your own log of when you exactly achieved a next level naturally, and when you purchased a level to unlock the penalty last time, it is currently impossible for you to track this penalty. you may be tempted to or, with lack of time to check everything, just throw some money towards your Top Manager to try if it improves qualification growth. If it doesn't.. your bad, you didn't spend enough time to analyze your situation.

To unlock all your qualifications at Level 60 (required for technology 21 which is just being invented in the realm) will cost you 70 points. Then again, if you are a new player you will have unlocked your qualifications already a few times until then, unless you already waited and played 8 real-years from today.
So let me get this straight each level is going to slow down 5%+ power to the number of levels from either 0 or the level on November 20(simply put into a equation G/1.05^L=N)?
If so then my leveling would all but stop at level 42 assuming i gained only 6 levels from Nov 20th... Only way to gauge my rate of decent is waiting 9-10 days till i level again... On top of that it would take about/over 2500 years to get to 42...
VLLord calculations has to be flawed as i doubt they would do that... it would simply kill the game after 1 year new users will stop playing and start giving the game a bad rep.
I would of expected something like 5,5,5,5(it decreases slowly like that) etc not 5,10,16,22(like driving a car into a brick wall every time you turn a corner, watching the value drop like a rock every turn) etc as that extra little bit adds up.
The difference is 1.15 years vs 2500 years, just to 42. to even reach 60 would take 792,158,000,248,782 years... to put it simply our sun would of swallowed us whole and burned out by that time almost 8000 times over (sun = 10 billion yr life cycle)...
That just has to be wrong. he has 2 different equations. one he shows perfectly and the other not so much.
However i fear it to be true as my Management (lvl 33) is now 2% while before was doing really well in increasing every day. I will only have 3 days to wait to confirm my fears, and if they are true then well i guess they dont care about the game much anymore. As I'm (along with nearly all the new users i bet) would not be willing to spend min $40 per qualification to get to 100. I'll quit the game before doing that.
Don't do it, simply move to Mary server that is free to play, and enjoy the relaxed enterprising life. No money can pay the joy of rising from the depths with just your own efforts.
