oops.. accidentially overwrote my original post instead of quoting it with the below update.
 
What i wrote here originally is that there are no innovations for vegetable plants (solar panels) and flour mills, which additionally are not matching in terms of Top1/Top3 requirements compared to other factory units. Thus, it takes hundreds of qualification levels to run a fully expanded flour mill.

For the 6th unit level there are no innovations.
 
The mill is not a factory, the manager's load on these divisions is completely different. Because of this, too, they were so small.

...so i suggest to add innovations for level 6 units; it has no meaning for large factories not to install solar panels. If you plan to increase more subdivision sizes in the future, the issue will only spread wider if this isn't added to the code.
 
Also, project "enlargement of flour mills" looks unfinished,  unless the qualification allows to run them fully expanded, in sync with requirements for other top manager limits, without having top manager of 300.
 
I don't think your programmer is lazy, but this unfinished functions give a wrong impression.

Agree that there should obviously be innovations on the biggest subdivisions as well. You are supposed to profit from building big factories, not be punished for that

But it's not about them. This is a very old mechanism, both technically and theoretically. It's very difficult to fix - just completely remake.
