If workers are on holiday and you fire all of them, it takes the subdivision off of holiday which causes the subdivision to operate without workers incurring energy and management costs to run it every update.
 
The management menu won't let you send subdivisions without workers on holiday. This means if you fire workers in 100 subdivisions, you have to click on each subdivision one at a time to send it on holiday or pay energy and management costs to run those 100 factories.
 
One simple solution would be to automatically put the subdivision on holiday when all of the workers are fired.
