Top values are so low for the lower qualification levels that it's very difficult to run a company and increase growth even for experienced players and especially for new players.
 
For example, you currently need qualification 3 to handle the smallest size IT center with 1 equipment. 10 workers are required but at Q1 you can only handle 2 workers at Q1.00 and at Q2 you can only handle 8 workers at Q1.00. If you hire 10 workers, your growth is reduced for exceeding the top values. Someone at Q1 should at least be able to manage one subdivision of the smallest size with the minimum number of required workers.

Yes, you need to know too much as a noob to deal with this.  Jayman's suggestion would be good for the health of the game.

If the administration wanted to they could've celebrated their 10 year anniversary by letting all new players start at qualification level 10 in everything. That would level the playing field a little bit for new players, and also fix the problem Jayman pointed out.
