I recently made two major increases in my factories anticipating demand and my qualification in production is increasing at a nice pace.
 
Nonetheless right now I cant yet have so many employees being managed so I am increasing them at paces as qualifications increases.
 
That being said I purchased a lot of equipment before hand because it was tough finding just the quality I needed so I bought all I could and maxed out the equipmenet numbers.
 
Will factory efficiency be a affected if I dont "use" all the equipement?
 
Its ok to leave production load below 100% right?
I know you should max it out, but for now I cant so I just want to be sure the efficiency of the store remains at 100% even if production load is below it Well

Yes, it should be fine to have production load not at 100%. I am in a similar situation to yourself where I have 100 tractors on my agricultural farm (5 employees per tractor) so maximum 500 employees, but I have 191 as that is the limit I can go to on my current qualification and the efficiency of the subdivision at the last update was 100%.

As far as i know, if you hire less workers than required, even you got 100% efficiency, there will be a penalty on qualification growth. If you just produce less, e.g. less supply than required, whilst worker/equipment quantities are on par, there isn't such a penalty.
