Is it possible to buy a technology of a certain level in one of my subdivisions if I already have that technology level implemented with a licence. The logic for this being that if I have bought the actual technology I can use it in other subdivisions of the same type. I don't know how I would get around this as I can't select the technology level to buy it as it is already implemented on a licence.
 
Would I implement a slightly lower technology level on a licence, which would then allow me to select and then buy the desired technology level of my choice?
