Better quality consumables, equipment, and worker qualification. Service is based on food item with lowest quality.

Are you sure it works that way for restaurants? I never thought a restaurant could have too many customers. I never had more than the maximum so I assumed the extra were turned away with no effect on service level.

Over-advertising will lead to service level drop. But it's harder to evaluate the effect in restaurants/hospitals since number of visitors is hidden.
