I would like to pose a hypothetical question relating to the posted table so that I might better understand what is going on with the penalty growth situation.  
[The relevant portion of the tables for my example is as follows:]
8 30.6% 22.8%
9 28.6% 20.3%
10 26.9% 18.2%

Suppose that I have just reached qualification level 8 for one of my Tops.
According to the table above, at qualification level  8, I will effectively grow 22.8% at best (providing I do everything right, (maintaining 100% efficiency, full load of Top1 and Top3,etc) instead of the best possible growth of 30.6% provided the penalty were removed by bumping qualification level for that Top by 1, Correct?
 
If I used 1 point and bought qualification level 8, then I immediately move to level 9, and the penalty is removed for qualification level 9,  i.e., instead of
9 28.6% 20.3% <-- penalty applied
I would enjoy
9 28.6% 28.6% <-- penalty removed  (no penalty applied due to point purchase moving from qualification 8 to 9)
correct?
 
If that is the case, then when I reach qualification level 10, is the penalized growth still 18.2% ?
10 26.9% 18.2% <-- or is the penalized growth recalculated due to prior qualification lvl point purchase?

I would like to pose a hypothetical question relating to the posted table so that I might better understand what is going on with the penalty growth situation.  
[The relevant portion of the tables for my example is as follows:]
8 30.6% 22.8%
9 28.6% 20.3%
10 26.9% 18.2%

Suppose that I have just reached qualification level 8 for one of my Tops.
According to the table above, at qualification level  8, I will effectively grow 22.8% at best (providing I do everything right, (maintaining 100% efficiency, full load of Top1 and Top3,etc) instead of the best possible growth of 30.6% provided the penalty were removed by bumping qualification level for that Top by 1, Correct?

Correct although you don't need to maximize top values to get 22.8% growth because the penalty only limits the maximum growth. For example, if your growth would have been 23% without a penalty then it will be reduced to 22.8%, the same as if it had been 30.6% without penalty.
 
If I used 1 point and bought qualification level 8, then I immediately move to level 9, and the penalty is removed for qualification level 9,  i.e., instead of
9 28.6% 20.3% <-- penalty applied
I would enjoy
9 28.6% 28.6% <-- penalty removed  (no penalty applied due to point purchase moving from qualification 8 to 9)
correct?

Correct.
 
If that is the case, then when I reach qualification level 10, is the penalized growth still 18.2% ?
10 26.9% 18.2% <-- or is the penalized growth recalculated due to prior qualification lvl point purchase?

Maximum growth would be reduced by 5% for each level so it would look like this:
 
10 26.9% 25.6% (26.9/1.05)
11 25.5% 23.1% (25.5/1.05^2)
12 24.3% 21.0% (24.3/1.05^3)

Bump. Helpful for Nika realm. Experimenting to test whether penalty only limits maximum growth. Learned 2 things:
 
1. Penalty always reduces growth if workers are less than top3 max without bonuses.
2. If you chose the Uncle's gift and started out at Q2 in one area then the penalty starts one level later.
 
Previously, it appeared the penalty only effected max growth but that was due to bonuses. For example, if you had Q50 but it was Q40+Q10 bonus then you could have less workers than top3 for Q50 and a few factories penalized for low quality and still get maximum growth as long as you had enough workers in factories not subject to a penalty to maximize top3 for Q40.
 
Data from Nika realm:
Q4 - 570/700 wkr = 81% (33.5% growth - 81% of max growth with penalty)
Q5 - 240/400 wkr = 60% (20.7% growth - 60% of max growth with penalty)
Q5 - 310/400 wkr = 78% (26.7% growth - 77% of max growth with penalty)
Q5 - 854/1000 wkr = 85.4% (29.5% growth - 86% of max growth with penalty)
Q6 - 1000/1350 wkr @ Q1.00= 74%  = (21.9% growth - 74% of max growth with penalty)
 
Production - started at Q2:
Q6 - 5000/5400 wkr @ Q1.00 = 93% (28.8% growth - 97% of max growth with penalty, 80% of max growth)
Q7 - 5000/7000 wkr = 71% (19.4% growth - 75% of max growth with penalty, 59% of max growth)
