If I construct a new subdivision (say, a factory) but leave it empty with no employees and no equipment, does that subdivision till have an impact of office workload?

In case you aren't using your subdivision you should send the employees 'on holiday' then it does not take any office workload. It doesn't matter if the subdivision has any equipment or employees when they are on holiday. Although if you do have employees you would still need to pay them 50% of their wage.

Suppose I wanted to do research for some tech, and the lab wants me to do "industrial tests" - can I simply construct a smallest size factory and leave it empty of both equipment and workers, and yet still progress towards research completion?
 
Or does the factory actually have to be operating with some minimal # of employees and equipment?

higher tech can require factory size 2,3 ..
you must read what factory is needed for tests
