Was lured into this a couple days ago.
But laboratory workers are quite picky in salary requirements then the rest. So is in Tallin.
Education levels are impressive, just a little drop specifically in lab. workers salary wouldn't be bad.

I built quite a few labs in Hefei which has a very good balance between salary and education. Then I went to Sochi, which has higher education and higher salary. I plan on trying Tallinn as I build Tech 18 labs. The salary will be higher than Sochi, but it won't take as long or as much expense to fully train the workers to Qualification 10+.

Due to not having any mayoral experience, not sure if lab. workers salary could be altered separately. Maybe Gmoney will share his knowings.
 
I see that lab. workers salary are exactly x4 from city average. Interesting that lab. salary are directly calculated from average city salary, which means that it doesn't take part in determining the average salary itself. By that logic, lab. salary can't be affected by mayor. Is that so?
 
On Lien Hefei stands out from the rest impressively. And yeah, now that Tallin is an educational mecca, salary shouldn't matter those seeking for high technology. Gmoney, expect your city to be flocked by smarties.

Lowering the average salary lowers the brainy salary as well (by more actually, as it's a multiple of the average salary). The mayor can do that (and of course I have).  Cost is only one consideration, however.  For big time researchers, the 10% faster research I sponsor as head of state is very nice.  I think I can raise it higher after a cool off period, we'll see.

Maybe "city specialisation" thing plays a role. If population of the city is small, and consequently less volume of products are retailed on the market - the mayor inclines to profit from factory taxes in the expense of city trade. On the contrary in big cities, mayor will profit from stores as more volumes of goods are available for retailing and high salaries gives citizens bigger buying power.
 
And yeah, poor brainiacs, who are smart enough to invent high-end tech.s but not enough to change a city. Patriots.

I have 2 labs in Tallinn. They both get a bonus to research of 12.7% which is due to some government project. I am building a 3rd lab now.
