Fair ratio for equal quality would be 3:1 bauxite for titanium, or 2:1 bauxite for chrome. Considering that you have better quality, how about 2 bauxite per titanium or 1.5 bauxite per chrome?
 
I can also offer a fairly priced license for the titanium smelter if you want.
