I started the "Production from the very beginning" quest and bought a tech-9 Mill...
Let's see if I succeed, getting 75% load and efficiency shouldn't be too hard

I fulfilled the "Production from the very beginning" quest criteria, but the quest didn't complete:

required
tech = at least 2/3 of the maximum studied, but not higher than level 9 inclusive
capacity = at least 75%
efficiency = at least 75%

realised:
tech = 9
capacity = 100%
efficiency = 92.70%

Could you please check and explain why it didn't complete?

I bought the mill on the enterprise market AFTER beginning the quest.
I asked if it was ok (http://virtonomics.com/mary/forum/forum_new/13/topic/101695/view/m:99913446/#99913446 ... and http://virtonomics.com/mary/forum/forum_new/16/topic/101895/view/m:99913445/#99913445 ... ) and the admin answered "yes"...

Maybe next time it would be nice if someone could tell me before I begin the quest.

Before beginning the quest I found two threads about "Production from the very beginning".
I asked in both if it was possible to buy a factory/mill instead of building it and researching the right tech (or buying it, or buying a license), the admin read both questions:
one was answered "yes you can", the other got no answer. Again

What should I think? Really?

I thought it was possible to buy instead of building, and so I've done...

No hard feelings, anyway. To wink

also tech level 9 can be extremely expensive for what should be a early quest.

Buying tech. license is possible and they're quite cheap.

I've read on Russian forums that the part "but not higher than level 9 inclusive" was added later, when 2/3 became too high for beginners qualification to handle. It was argued there that now it is enough to introduce level 9 tech (assuming that maximal known tech level is high enough for level 9 to get under 2/3 of it).

So I've tried to test exactly that, and it didn't work:

Turn 0
- started the quest (it starts immediately, right?)
- ordered new Weaving mill to be built http://virtonomics.com/lien/main/unit/view/2766876 ...
(it is possible to buy level 17 tech, so 2/3 should be level 11, which is above level 9, which is what I'm testing)

Turn 1
- Weaving mill was built (so it was not bought, nor was it built before quest started)
- ordered 9 level license
- ordered supplies

Turn 2
- License was installed
- hired 300/400 workers
- bought 300/400 equipment

Turn 3
- all efficiency is at 100%
- load is at 100%
- quest is not complete

The myth is busted ?

- you are stating that level 9 factory should be enough
- but it does not work in practice - I've logged the sequence of my actions in my previous post
