would it be better and simpler to adjust workers' qualification value instead of salary?

well for one, in real life you don't raise people's q, you raise their salary. and this is a simulation of real life, so that's why.

I don't think workers get any smarter just because their salary is being raised .. in real life, training is much more effective.  IF workers are higher qualified by training they still require higher salaries.
 
Also, in real life, workers will be dismissed and new ones with better qualification hired;  it's a bit far fetched that every worker could be trained to be 500% more qualified by training and i do not see why a chicken farmer would need to be 500% more qualified than from the beginning but i guess i never had an egg which was 500% better than another So-so
 
In response to the question.. in this game, in some countries and lower qualification levels it is cheaper to do training than to pay more salary  but it seems the higher the workers are qualified the longer it takes to train with the same amount of training money.

you're right. however, the only purpose of adjusting salary is to adjust qualification value. So in the game they're basically the same thing (as least while one is trying to raise q by raising salary). And i suppose adjusting salary will bring more work load to the game server since it's impossible to reach the desired q by one adjustment.
 
Nonetheless, just noticed that we have a so-called HR department. never used it but guess that's exactly what i suggested in the first place. So, i'll take back my suggestion
