I am wondering if inactive or 'idle' subdivisions without any workers still have an effect on the qualification. I have many inactive subs, and I can get 125k production workers, but my effeciency starts gong down alot even when I am at 116k workers.

Inactive subdivisions are counted only in administrative load of offices. Each empty building usually requires 1-3 workers in office.
