yes, you are right, that is exactly it. In this game, the size of your operations is mainly limited by what is called "top manager qualification". For stores, it is your qualification in commerce. In the FAQ section of this forum are some stickied must read posts on qualification growth. Basically, you need to make sure that quite at the bottom of your screen, there is a message that says "minimal safety factor". If you don't see it, then you've hired too much staff or have employed staff that is overqualified versus your skills.
Try to read those help files asap.
If you don't have the time before the next update, just lower the skills of the workers to what is required and gradually start firing people until you see the message concerning the safety factor. Do your store first. Then when that's ok, also do your office.
